[월드투데이 김나혜 기자] 지난 여름부터 푸에르토리코에서 벌어진 정전 사태로, 많은 사람들이 전력 회사 'LUMA'에 대항해 시위를 벌이고 있다.
Due to the outage in Puerto Rico since last summer, many people have been protesting against the power company 'LUMA.'

푸에르토리코는 카리브해 북동부에 위치한 미국의 자치령이다. 지난 1898년 미국-스페인 전쟁 이후 미국에 할양됐다.
Puerto Rico is an autonomous territory of the United States in the northeastern Caribbean Sea. It was handed over to the United States after the U.S.-Spanish War in 1898.

푸에르토리코에서 지난 6월 에너지 회사 'LUMA'가 전기 서비스 제공을 맡아 전기를 전송, 분배하게 된 뒤로부터 지속적인 정전사태가 발생했다. 전압 변동과 불만족스러운 고객 서비스도 문제였다.
In Puerto Rico, a continuous blackout occurred since June after 'LUMA' was in charge of providing electrical services and transmitted and distributed electricity. Voltage fluctuations and unsatisfactory customer service were also problems.

정전으로 인해 아파트 전체가 어두워지는 한편으로 도로의 신호등에도 불이 들어오지 않았다. 시위대에 따르면, 하루에도 서너 번씩 정전이 발생하는데도 전기 요금은 한 달에 400 달러씩 발생한다.
While an entire apartment became dark due to the power outage, the traffic lights on the road did not turn on. According to protesters, electricity bills are $400 a month, even though power outages occur three or four times a day.

푸에르토리코 전력청(Puerto Rico Electric Power Authority, PREPA)은 정전의 원인으로 해초를 들었다. 사르가소라는 해초가 푸에르토리코 해안의 두 주요 전력 생산 시설에 영향을 미쳤다는 것이다. 여기에 보일러 파열과 윤활유 누출도 추가적인 원인이 됐다고 밝혔다.
Puerto Rico Electric Power Authority (PREPA) cited seaweed as the cause of the power outage. It said that sargassum affected two major power generation facilities on the Puerto Rican coast. On top of that, it said that boiler ruptures and a lubricating-oil leak were additional causes.

푸에르토리코는 지난 2017년 허리케인 '마리아'의 강타로 전력 기반 시설이 파괴됐을 때도 전력 문제를 겪었다. 당시 전력을 다시 회복하는 데에는 몇 달이 걸렸다.
Puerto Rico also suffered power problems when its power infrastructure was devastated by the 2017 hurricane 'Maria.' At that time, it took months to fully regain power.

시위대는 허리케인 시즌이 다시 겹쳤을 때의 피해 및 과연 LUMA가 이에 효과적으로 대처할 수 있을지를 우려한다. 이들은 시위를 통해 전기 서비스의 민영화를 비판하고 있다.
Protesters are concerned about the damage caused by the hurricane season overlapping again and whether the LUMA will be able to effectively cope with it. They are criticizing the privatization of electricity services.

한편 한 대학 캠퍼스에서는 학생들이 정전 문제로 인한 수업의 중단을 요구하며 휴학을 하기도 했다. 이 외에도 여러 노동조합, 활동가들, 사회단체와 정치인들은 정부 서비스의 민영화에 대한 우려를 표출하고 있다.
Meanwhile, at an university campus, there was a student strike, demanding the suspension of classes due to power outages. In addition, various labor unions, activists, social groups and politicians are expressing concerns about the privatization of government services.
