국제기구와 백신 제조사, 코로나19 백신 공급을 위한 협력 강화에 합의

중저소득 국가들 여전히 백신 수급 문제 겪어...해결 위한 협조 촉구

[월드투데이 김나혜 기자] 지난 16일(현지 시간) 국제기구 수장들과 선두 백신 기업의 CEO들이 만나 특히 저소득 국가에의 백신 공급 확대를 위한 전략을 논의했다.
Heads of international organizations and CEOs of leading vaccine manufacturing companies met to discuss strategies to expand the supply of vaccines, especially to low-income countries on September 16(local time).

대책 위원회(Task Force)에는 국제통화기금(International Monetary Fund), 세계은행그룹(World Bank Group), 세계보건기구(World Health Organization)과 세계무역기구(World Trade Organization)가 참여했다.

대책 위원회는 긴급 조치가 없다면 세계는 코로나19 팬데믹을 끝내고 국제 경제를 회복시킬, 전 세계 인구의 최소 40% 접종이라는 2021년 말의 중요 목표치를 달성하지 못할 것을 우려했다.
Task Force expressed concerns that without urgent steps the world is unlikely to achieve the end-2021 target of vaccinating at least 40% of the population in all countries — a critical milestone to end the pandemic and for global economic recovery.

정부, 제조사 협력 필요

특히 큰 문제는 백신 공급의 불평등으로 저소득 또는 중저소득 국가들에 충분한 양의 백신이 공급되지 못하고 있다는 것이다. 이에 대책 위원회는 많은 양의 백신을 확보한 국가들과 백신 제조사들에 몇 가지 협력을 요청했다.
In particular, the big problem is that sufficient amounts of vaccines are not being supplied to low- and lower middle-income countries due to inequality in vaccine supply. The Task Force called for the following actions to be taken by governments and vaccine manufactures:

먼저, 중저소득 국가에 백신을 제공해달라는 부탁이다. 자국 인구 완전 접종분 이상으로 백신을 확보한 국가들이 공급 일정을 바꿔주거나, 백신 기부 약속을 이행하거나, 백신 회사들과의 계약을 해제하기를 요청했다. 또한 제조사들은 COVAX 및 AVAT과의 공급 약속을 우선적으로 지켜야 한다.
The Task Force calls countries with high vaccine supply rate to swap their near-term delivery schedules with COVAX and AVAT, fulfill their dose donation pledges with unearmarked upfront deliveries to COVAX, and release vaccine companies from options and contracts. In addition, vaccine manufacturers should prioritize and fulfill their contracts to COVAX and AVAT.

또한, 백신 공급의 투명성을 높여야 한다는 것이다. 백신 제조사들이 특히 COVAX와 AVAT에 공급 일정에 대한 세부사항을 공유할 것을 요구했다.
Also, maufacturers should improve transparency on supply of vaccines. Task Force calls on vaccine manufacturers to share details on month-by-month delivery schedules for all vaccine shipments, especially for COVAX and AVAT.

다음으로는 수출 제한 및 금지를 해제해달라고 요청했다. 백신 생산과 분배가 적절히 이루어지도록 관세 등을 제거해야 한다는 것이다.
The Task Force calls on all countries to urgently address export restrictions, high tariffs and customs bottlenecks on COVID-19 vaccines and the raw materials and supplies required for the production and timely distribution of vaccines.

규제 간소화와 화합을 요구하기도 했다. 전 세계의 규제 당국이 백신 승인에서 일관성과 표준성을 확보하고 백신 생산을 촉진하는 등의 협조를 요청했다.
The Task Force calls on regulatory streamlining and harmonization. They requested regulatory authorities around the world support, such as creating regulatory consistency and standardization on the approval of vaccines, and making efforts to boost production of vaccines.

각국 정부와 제조사들에서 충실히 협조한다면 전 세계 백신 공급의 불균등이 해소될 수 있을 것으로 생각된다.
If governments and manufacturers cooperate faithfully, the imbalance in vaccine supply around the world can be resolved.
