[월드투데이 김나혜 기자] UN 안보리가 반테러 행보를 이어나가기 위한 CTED의 권한을 4년 연장하고 CTED의 역할들을 강조했다.
The UN Security Council extended CTED's mandate to continue its anti-terrorism moves by four years and emphasized the roles of CTEDs.

UN 안전보장이사회(안보리)는 UN의 반테러 기조를 뒷받침하는 대테러사무국(Counter-Terrorism Committee Executive Directorate, CTED)의 권한을 오는 2025년 말일까지 연장했으며, 잠정적인 검토를 오는 2023년 12월에 수행할 예정이다.
The Security Council renewed the mandate of the Counter-Terrorism Committee Executive Directorate (CTED), the expert body that supports the United Nations counter-terrorism architecture until 31 December 2025, with an interim review slated to be conducted in December 2023.

지난 12월 30일 화상회의에서는 결의안 2617(2021)의 채택이 만장일치로 결정됐다. 이를 통해 대테러위원회의 지도 아래 특수한 정치적 임무를 수행하는 CTED의 권한이 갱신되었다. 대테러위원회는 지난 2001년 미국의 9.11 테러 이후 결의안 1373(2001)에 의해 창설됐다.
In a 30 December videoconference meeting, Abdou Abarry (Niger) announced the unanimous adoption of resolution 2617 (2021). Through this, CTED’s mandate as a special political mission under the policy guidance of the Counter-Terrorism Committee was renewed. the committee was created by resolution 1373 (2001), following the 11 September terrorist attacks in the United States.

이러한 배경에서, 안보리는 결의안 1373, 1624, 2178 및 다른 관련된 결의안의 중립적이고 전문적인 평가가 CTED의 핵심 기능이라고 강조했다. 이러한 평가로부터의 분석과 권고가 회원국들이 시행과 능력 간의 차이를 확인하고 다루는 데에 귀중한 도움이 된다는 것이다.
Against that backdrop, the Council underscored that neutral, expert assessment of the implementation of resolutions 1373 (2001), 1624 (2005), 2178 (2014), and other relevant resolutions, is the core function of CTED.  The analysis and recommendations from these assessments are an invaluable aid to Member States in identifying and addressing gaps in implementation and capacity.

안보리는 또한 CTED의 핵심 역할을 재차 강조했다. UN과 함께 다른 관련된 결의안 가운데 결의안 1373(2001)의 실행과 관련된 이슈, 트렌드, 개발을 확인하고 평가하는 것 및 대테러 조정실과 협동하여 UN 대테러 전략의 균형 잡힌 실행을 지원해야 한다는 것이다.
By other terms, the Council reiterated the essential role of CTED within the United Nations to identify and assess issues, trends and developments relating to the implementation of resolution 1373 (2001), among other relevant resolutions, and in cooperation with the Office of Counter-Terrorism, to support balanced implementation of the United Nations Global Counter-Terrorism Strategy.

이에 더해 안보리는 테러리스트 혹은 테러리스트 의심자의 탑승객 정보, 이름 기록 데이터, 생체 정보의 수집, 사용, 공유와 오는 2022년 12월까지 그러한 준비의 국제적 시행에 대한 보고를 제공하기 위해 강화된 노력을 요구했다.
It called for strengthened efforts to address the evolving threat of foreign terrorist fighters and counter terrorist travel — including through the collection, use and sharing of Advance Passenger Information, Passenger Name Record data, and biometrics, and the watch-listing of known or suspected terrorists, and to provide a report on global implementation of those provisions by December 2022.

그리고 안보리는 CTED가 6개월 내에 대테러위원회와 협의하여 회원국의 국가 방문의 효율성, 시의적절성, 평가 및 권고사항과 관련해 의무사항의 이행에 대한 권고를 할 것을 요청했다. 안보리는 또한 2023년 3월 30일까지 CTED의 권고 과정을 강화하는 방법에 대해 대테러위원회에 보고하라고 지시했다.
Also, the Council requested CTED, within six months — and in consultation with the Counter-Terrorism Committee — to make recommendations on the implementation of its mandate, with reference to the effectiveness, timeliness and impact of its country visits, assessments and recommendations on the counter-terrorism policies and practices of Member States. It also directed CTED to report to the Counter-Terrorism Committee by 30 March 2023 on ways to continue strengthening its assessment process.
